On Xbox ONE, there only needs to be 1 xbox profile on there that has Xbox Live Gold. Up to 9 other profiles on that console can be added and use the Gold beneifts that the Home profile uses with no limitations unless of course you want to set limitations for kids and things of that nature.

Yes you can make sure the Xbox is set as the home Xbox of the primary account that has Xbox Live gold and all other users can get the same benefits. I suggest you look into creating child accounts for them. Home Xbox switches are limited to five per year. Share your Xbox Live Gold subscription with anyone else who signs in to your console.
